Ir Wai Chi-sing has been appointed Permanent Secretary for Development (Works) since June 2010. Ir Wai obtained his first degree in civil engineering in 1977 from the University of Hong Kong, and his master degree in transportation engineering in 1986 from the Purdue University in the United States. He has professional qualifications in civil, structural and geotechnical engineering. He is also a member of the Chartered Institute of Arbitrators.
Ir Wai joined the Government as an Assistant Engineer in August 1980, and since then his career has been closely associated with the development of Hong Kong's infrastructure development. He was promoted to the rank of Principal Government Engineer in September 2004. He has served in the Transport Department, the former Territory Development Department, the Highways Department, and the Works Branch of the former Environment, Transport and Works Bureau. He was Deputy Secretary for the Environment, Transport and Works (Works) from March 2004 to November 2006. He was Director of Highways from November 2006 to June 2010 before his appointment as Permanent Secretary for Development (Works).

Chew Tai Chong, joined the Corporation in May 2009 as Deputy Projects Director – New Projects. He is responsible for the implementation of all the new rail projects in the Corporation. TC has worked in the rail transit industry, both in the UK and Overseas, for over 30 years. Prior to joining the Corporation, TC held an appointment with Bombardier Transportation as Head of Mass Transit responsible for the worldwide Mass Transit Turnkey projects. Between 2003 to 2008, TC was the President of Bombardier London Underground Projects Division. Up to 2003, TC held the position of Senior Director, Projects and Engineering, for Singapore Land Transit Authority (LTA). He played a key role in the implementation of the first fully automated, driverless Metro system in Singapore. During his eight years service with LTA, TC delivered several major rail transit projects and a number of road projects.
Between 1989 and 1995, TC was the Project E&M Manager for the London Underground’s Jubilee Line Extension Project. TC holds a BSc. and a MSc Degree in Electrical Engineering from Manchester University Institute of Science and Technology, UK. He is also a fellow of four professional institutions in the UK – Electrical, Mechanical, Civil and Railway Signalling.

Dr Chan Man Wai

Dr Chan is currently Executive Director, Project Delivery of the West Kowloon Cultural District Authority. He was formerly the Vice President (Projects and Facilities) of the Hong Kong Science and Technology Parks Corporation and has over 30 years of experience overseeing the planning, construction, and management of large-scale development projects, both local and overseas. Dr. Chan holds a BSc in Building Surveying, MSc in Construction Project Management, MIPA and PhD majoring in Project Funding. He is a Fellow of the Royal Institution of Chartered Surveyors and Founding President of the Hong Kong Institute of Facility Management.

Conrad has been involved in planning and feasibility studies; design and documentation; project management; and construction and contract administration of various highways, tunnels and major multi-disciplinary projects. He has been the Project Director/Manager for numerous civil infrastructure and highway projects in Hong Kong, including Tseung Kwan O Tunnel, Route 8, Route 9, Tuen Mun Eastern Bypass, Tuen Mun – Chek Lap Kok Link and Tuen Mun Western Bypass.

Ian is the Executive General Manager of Leighton Asia Limited with responsibility for all civil and building activities in Hong Kong, Macau, China and Taiwan with over 1,500 personnel in the region reporting to Ian. At an executive level Ian is accountable for ensuring shareholder value through managing the delivery of capital works projects with an annual turnover exceeding US$1 Billion.
Ian has a strong history of delivering complex infrastructure projects within Europe and the Far East. Ian also has over 30 years experience in the construction industry and maintains active exposure to a broad range of projects that cover most sectors within the built environment. An early adopter of innovation Ian embraces original technical solutions and promotes robust management techniques.
Ian maintains close links to industry professionals, senior executives and representative bodies. In support of advancing the industry Ian is an advocate of continuing professional development and of cultivating professional networks in order to pursue sustainability within the construction industry.

Roger has had over forty years of experience in the construction sector, almost all of them as a main contractor. A planner by discipline, Roger’s construction experience spans around the globe from UK, the Middle East to SE Asia, predominantly in Hong Kong. Since arriving in Hong Kong in 1995 he has worked on a number of local landmark projects that have included the HACTL SuperTerminal at Chek Lap Kok, Cheung Kong Centre in Central and the MTR’s Tiu Keng Leng Station at Tseung Kwan O. He has also been involved with many tenders that have ranged from building construction projects to civil engineering works such as Stonecutters Bridge, roads and viaducts, railway construction works, sewage and water treatment works and many more.

Paul Zimmerman

Paul Zimmerman is a district councilor representing the Pokfulam constituency and the CEO of Designing Hong Kong, a non-profit organization devoted to improving urban planning, design and livability. He has championed these causes by advocating good planning and sustainable development through many NGOs. He was awarded an Honorary Membership of the American Institute of Architects (HK) for his role in improving the harbourfront of Victoria Harbour. Prior to his public work, he had owned a successful design company from 1987 to 1998 and was Executive Director of MF Jebsen International from 2003 to 2009 with responsibility for travel and automotive businesses. Born in the Netherlands, Paul arrived in Hong Kong in 1984. He has a Masters in Social Science (Economics) from the Erasmus University in Rotterdam, and is currently doing post-graduate studies in transport planning at The University of Hong Kong.

Qualified in UK in 1968 and came to Hong Kong in 1973 as an Estate Surveyor with the former Crown Lands & Survey Office, now Lands Department. Rose to the rank of Government Land Agent now called Assistant Director. In 1993 he joined Sun Hung Kai Properties Limited (SHK) as Manager of their Project Planning Department a position held until February 2007. Since then he has operated as an independent Land and Planning Consultant. On 1st February 2007 The University of Hong Kong appointed him as an Adjunct Professor to the Real Estate and Construction Department.
Between 2007 to 2011 he has taught an average of 150 hours each year on a part time basis at HKU mainly to Masters students in the Development Projects programme and this year started a new course on Land Administration .In addition he now has a number of clients who retain him to advise on lease and land administration matters.

Dr. Sujata Govada, AIA, AICP, HKIP, HKIUD, CoA, LEED AP, Founding and Managing Director of UDP Int’l, is an award winning urban designer and certified town planner with over twenty four years of international experience in Hong Kong, PRC, India and USA. As well as being heavily involved in the design and planning projects, Dr. Govada also spends her time spreading awareness of sustainability, urban design excellence, teaching and creating new opportunities with industry organizations such as ULI, HKIUD, APA, AIA and many more. Some of her recent projects include the ULI’s 10 Principles for a Sustainable Approach to New Developments in Hong Kong, Adaptive Reuse of Police Married Quarters, and Urban Integration for the Hyderabad Metro, a new mass transit network in India. Dr. Govada is a participating member of the Harbour Commission and is involved with planning the future of Hong Kong and its waterfront.
Stephen Lai Technical Director, Water & Urban Development, Hong Kong AECOM
Stephen has more than 20 years experience in the investigation, design, tendering, contract administration, construction stage management & supervision and claims resolution of major multi-discipline government infrastructure development projects. He is one of the Deputy Project Managers for the Tseung Kwan O-Lam Tin Tunnel and Associated Works – Investigation. He is also one of the Deputy Project Managers for the Tuen Mun – Chek Lap Kok Link – Design and Construction. Besides, Stephen has hands-on experience in the different stages of project implementation and management of other major tunnel projects, including, HATS Sewage Tunnels project, Lai Chi Kok Drainage Tunnel project and Central Wan Chai Bypass under Wanchai Development Phase II project.
